Cannot Create Allocations By XALLOC Interface With Decimal Values Of Quantities

Symptoms
Getting below error when try to create allocation for decimal quantity.
Error : "Quantity must be an integer."
Steps To Recreate:
1. Create an Catch Weight item and set it SOH at a Warehouse to positive quantity.
2. Through XALLOC interface, try to generate an Allocation from that Warehouse to a valid Store with created Item and a decimal quantity.
3. Notice that the RIB message fails with above error.
