Up Charges Transactions Are Using Current Exchange Rates Instead Of Shipment Date Exchange Rates (Doc ID 2697945.1)

Symptoms

Up Charges for late shipments are getting converted using the current date exchange rates instead of shipment date/Tran date exchange rates.
Transaction is recorded with shipment date in Tran Date but the conversion was done with current date.

1 - Define up charges for an item and 2 warehouses with different currencies
2 - create a transfer between those 2 warehouses and add the item and approve the Transfer
3 - Ship Transfer using ASNOut with ship date < get_vdate
Shipment is created with tran_date = ship_date but up charges were converted using the rates of get_vdate instead of ship_date/tran_date
