Missing Files Locator Reports Deleted Files After Files are Removed from File Folder

When removing an attachment file from a File Folder object, the file record remains in the FILES table while the actual physical file are removed from the file vault. This causes Missing Files Locator tool (MissingFilesLocator.jar) to report deleted files even after files have been removed from the file folder.
The issue can be reproduced at will with the following steps:
1. Login to Web Client
2. Create a new file folder object
3. Add attachment file to file folder : file.txt
4. Run SQL. 1 record is returned.
