Hide Site Rows on the Personalized View in Affected Items of Change Object Is Not Reflecting (Doc ID 2700511.1)

Symptoms

Actual Behavior
On a Change object from Affected Items tab, selecting Views : Hide Site Rows but the rows displayed are still displaying Item records including Sites with values.

Expected Behavior
On a Change object from Affected Items tab, selecting Views : Hide Site Rows but the rows displayed will not display Item records including Sites with values.

Steps
The issue can be reproduced at will with the following steps:
1. Login to Web Client with admin user
2. Create 2 site

tokyo
osaka

3. Create 2 new part

P00001
P00002

4. For P00001 assign site to tokyo
5. For P00002 assign site to osaka
6. Create a new ECO : C00001
7. Assign 2 part : P00001, P00002 to Affected Items tab
8. Affected Items tab shows 4 records. 1 for site, 1 for non site

9. Select Views : Hide Site Rows. Site record are still shown.
