Account's Budget Plan Is Changed When SA Is Stopped (Doc ID 2700904.1)

On : 2.5.0.2.0 version, ENV - Environment

ACTUAL BEHAVIOR
---------------
Account's Budget Plan Is Changed When SA Is Stopped

The account's budget plan is updated to the customer class's default when an SA is stopped.
when stopping a Service Agreement then the account's budget plan is being updated with the customer class default budget plan.

 EXPECTED BEHAVIOR
-----------------------
This should not change to the default budget plan in customer class

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Admin menu -- C - Customer Class -- Budget Plan -- Residential Budget Plan
2. Go to any account which the budget plan is "Residential Budget Plan" and change it to other budget plan option which ever it is and save it.
3. Transition the SA from "Pending Stop" to "Stopped"
4. Go to account -- Budget plan changed to Residential Budget Plan
