Topology Validation Viewer Deenergized Table Crashed (TOO_MANY_ROWS)

After running TopVal on a model with a large number of nominally deenergized devices, the Topology Validation Viewer will not start.
Checking the client log shows this:

2020-07-06 14:29:08,322 [pool-3-thread-10] ERROR com.splwg.oms.jbot.DBConnector: DBConnector.executeQuery: query failed: "SELECT * FROM TV_DEENERGIZED WHERE ( MODEL_MODE = 'Nominal' ) "

2020-07-06 14:29:08,322 [pool-3-thread-10] ERROR TOP_VAL: TopValViewer.populateReportDS - could not populate DS_DEENERGIZED

The issue can be reproduced at will with the following steps:
1. On a large model (at least 100k objects), change all switches to be nominally open.
2. Run Topval
3. Try to launch the Topology Validation Viewer and select the Deenergized objects tab.

It will error out.
