CDI Gantt Chart Vertical Resizing is Not Working

Symptoms
When a dispatcher logs onto a dispatch area that contains many crews, the Gantt chart extends below the viewable screen.
Resizing of the Gantt chart will not hold. Once we release the mouse button, the window returns to a fully extended state. The Gantt should stay at the newly selected size.
Steps:

1. Log into the Dispatcher Shift
2. Navigate to the CDI portal main tab
3. Grab the blue bar at the bottom of the Gantt, and drag it up or down as desired.
4. When releasing the mouse button, the Gantt should stay at the new size.
