BRM Slowness After Partition_utils for Future Partition (Doc ID 2702632.1)

Symptoms

partition_utils was not creating the expected number of partitions in the execution of the creation procedure.

This process took several minutes to complete:
partition_utils -o add -t realtime -s 08032020 -u month -w 1 -q 3 -f -p -c /xxx_acctg_fiscal_info

Note: 08032020 was a future date while the application was running.
