RULE_SQL is not getting populated while creating Construct in 2.9.0.0 from Java code using BO

We are creating Invoice Constructs from Java Batch programs using Business Object - C1_INVOICE_CONSTRUCT. While doing these, RULE_SQL and RULE_SQL_HARD_PARSE columns are not getting populated. Due to this the usage accounts are not getting generated in CI_CONSTRUCT_LINKED_ACCT table for the same construct.

Here the issue is the RULE_SQL and RULE_SQL_HARD_PARSE columns are populating for few customers (Person-Account) and not populating on others.

I am attaching the Invoice Construct creation logic we are using to create construct using BO - C1_INVOICE_CONSTRUCT. Please verify and let us know why the RULE SQL and RULE SQL HARD PARSE not getting populated on few scenarios. Person having 1 Invoice account and multiple usage accounts.
