XOrder Message Fails With "Cannot Approve This Order" Error (Doc ID 2706161.1)

Symptoms

When user publish an Xorder message to RMS, it fails with below error even when user has all the necessary permissions.

Error: Cannot approve this order

Steps To Recreate:

  1. Publish an Order using XOrder Script.
  2. Message fails with "Cannot approve this order".
