BRM 12.3 Pipeline Installation Completed With ORA-01919 Error (Doc ID 2706357.1)

Symptoms

When running Oracle Universal Installer(OUI) in order to install Pipeline Manager 12.0.0.3.0 on a server on which Billing and Revenue Management(BRM) 12.0.0.3.0 server has been already installed in a previous step, and choosing option to create pipeline database(DB) user/schema,
the following errors are logged when database/Oracle/Scripts/createRoles.sql script is executed by OUI.


The issue can be reproduced at will with the following steps:
1. run OUI installer and install BRM server 12.0.0.3.0
2. set all required environment variables and software like JAVA, PERL , ojdbc8.jar
3. run OUI installer and install Pipeline Manager Framework 12.0.0.3.0
4. choose to create pipeline DB user/schema
