Option for Adding Account Level Notes

In Customer Center, there is a place holder at the account level wherein the Customer Service Representative (CSR) can enter the customer notes which gets recorded in the /account notes buffer.
There are different Billing Care (BC) action pages capture the customer note that the agent can enter and will be fed in the user_activity table and event notes.
Does BC has a similar account level notes feature available? If not, can this feature be added using customization?
