Symptoms

Upgrade:12.2.8 Engine start failing

Customer upgraded Demantra from 12.2.4 to 12.2.8 and Database from 11.2.0.4 to 19c .

For Database 19c, the default value for db_secure is PREFERRED
DB_SECURE=PREFERRED (Default value)

starting the Engine
Engine starter failing.

db_exception log has error messages:


ERROR

ERROR - Failed to create queue table : ENG_IRXVLD0939_STARTER_IN
FAILURE: -60019 ORA-60019: Creating initial extent of size 14 in tablespace of extent size 8
Error failed to create queue table : ENG_IRXVLD0939_STARTER_OUT
ERROR - Failed to create queue table : ENG_IRXVLD0939_STARTER_OUT_Q

Unable to create AQ queue objects

Installer error - Creating tables with LOB columns.
Application error in DB_EXCEPTION_LOG = Unable to create AQ queue object when starting Apps Server or Engine.


STEPS

The issue can be reproduced at will with the following steps:
1. DB_SECURE=PREFERRED (Default value)
2. Run Engine
3. Error ,Unable to create AQ queue objects
