Poor performance of PDP workers pulling data from MRP_AP3_SALES_ORDERS_V (Doc ID 2707963.1)

ACTUAL BEHAVIOR
---------------
Whenever a new organization is added to the instance, the planning data pull worker request runs very long for the first few runs.
This is due to the fact that the execution plan on the view mrp_ap3_sales_orders_v and mrp_ap2_sales_orders_v isn't aligned with the new org and more data volume being processed.
The requests run for more than 1.5 hours.

EXPECTED BEHAVIOR
-----------------------
Expect that the requests should complete in less than 30 mins and no query should take more than 15 mins.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter the application.
2. Add a new organization to the instance.
3. Run the complete refresh data collections.
4. See that the PDP workers take longer time to complete as Sales Order load takes a longer time.
