Clearance Upload Not Updating Effective Date (Doc ID 2708942.1)

Using the Clearance Upload functionality, updated the change value and the effective date of an Approved Clearance.
The change value was changed but the effective date did not change even though the upload was successful.

The issue can be reproduced at will with the following steps:
   1 - Create a New Clearance Event and approve it.
   2 - Download the Clearance Event to a spreadsheet from the Clearance Group Search screen
   3 - Update the Effective Date and the the Change value of the Clearance
   4 - Upload and confirm the Success Notification

Check that the Effective date was not updated to the respective updated date on the Spreadsheet
