Unable to start GRC on Weblogic

Steps Followed.

1. Install FMW (Fusion Middleware) infrastructure using fmw_12. to a new $MW_HOME.
2. Create new FMW schemas using RCU ( Repository Creation Utility).
The below steps follow instructions in Oracle® Enterprise Governance, Risk and Compliance Installation Guide Release Part No. E69141-01
3. Create new Welogic domain at $MW_HOME/user_projects/domains/grcdomain
4. Deploy GRC application at $MW_HOME/grc866/grc from <patch 31115111>(AACG

5. Access GRC application and get the following error.

Weblogic error:

weblogic.application.ModuleException: java.lang.ClassNotFoundException: org.springframework.web.SpringServletContainerInitializer
  at weblogic.application.internal.ExtensibleModuleWrapper.start(
  at weblogic.application.internal.flow.ModuleListenerInvoker.start(
  at weblogic.application.internal.flow.ModuleStateDriver$
  at weblogic.application.internal.flow.ModuleStateDriver$
  at weblogic.application.utils.StateMachineDriver.nextState(
