Goal

On the Windows 10 machine, an user was not able to install the Billing and Revenue Management (BRM) 7.5 Patch Set 23 Client Tools.
The setup.exe has been run as administrator, but it kept on clocking forever and not able to proceed with the installation.
There was no specific error displaying; and at the same time, it is not opening up the window to install the client tools.
