Bill is not Getting Finalized When Running Pin_cycle_fee (Doc ID 2710861.1)

Goal

When pin_cycle_fee is executed via pin_bill_day, the user observes that the bill gets created in Billing and Revenue Management (BRM) 7.5 Patch Set (PS) 19, but the same is not working in BRM 12.0 PS3. 
 
Below is the input flist used to pass in for op_bill_make_bill opcode.
 
 BRM 7.5 PS19 billing cm.pinlog:


Settings
A.    #- fm_bill config_billing_delay 0 in Connection Manager (CM) pin.conf
B.    auto_triggering_limit in database is having value 2.
