PortC Utility Does Not Work As Expected When Oracle Wallet Is Configured (Doc ID 2711295.1)

Symptoms

On 8.0.7.2.0 AAI, when attempting to execute the PortC in an environment where Oracle Wallet is configured, the following error occurs.
