Batch remains in ongoing status during port scanning (Doc ID 2713135.1)

Symptoms

On : 8.0.7 version, Administration_OFSS

Monitoring or scanning ofsaa ports using Port scanning tool during batch execution causes OFSAA processes to crash and batch remains in ongoing state forever.

OFSAA processes impacted are:-
1. AM server become unstable when its port is scanned & bombarded
2. ICC server hangs due to port scan
3. Reveleus(FICServer) becomes unresponsive

The issue can be reproduced at will with the following steps:
1. Try to execute batches when port scan is in progress.

Due to this issue, users cannot successfully complete their batch execution when port scan is in progress.
