Goal

In OFSAA Identity Management, the Segment (Folder) Maintenance User Interface defaults the OWNER field to the first user in the list when defining a Private folder.

The Identity Administrator user (whoever that may be) is supposed to select the specific owner when defining a Private folder.

Since an unintended OWNER may get assigned to a private folder, thereby requiring rework to fix it, it will help avoid such a rework if the OWNER field is made as required (for Private type only) and the drop down list of values (LOV) defaults to a blank entry, thereby enforcing the administrator to select one from the LOV.
