F1_FILTERS_LBL Shows Hover Text Instead Of Japanese Characher After Click Back Button

Symptoms
On : 2.7.0.3.0 version, ZZ - Common Routines
This is occurred in CM portal and CM zone. This occurred in Japanese version of CCB 2.7.0.3.0 environment
1. First time you search the customer information, it shows normal => This is a CM portal
2. Then select a single customer to view the detail customer information
3. Then click back to the main customer list
4. The page is expected to show the same list as step A. But instead, for the
filter part, it shows the English button "F1_FILTERS_LBL" instead of the
Japanese version button
