Diameter Sessions Cleanup Issue (Doc ID 2714990.1)

Symptoms

Diameter sessions are not getting cleaned up even after the expiry which is causing the growth in diameter active sessions.

Scenario:
1. Initiate a Session - A1.
    - Active Session Cache - GSU - reserve amount.
    - Balance Cache - Reserved amount.
2. Delete active session in Active Session cache.
    - No value in Active Session cache.
    - Balance Cache - Reserved amount.
3. Send new Initiate Session A2 to the same customer after A1 ExpirationTime.
    - Active Session Cache - GSU - reserve amount -new session A2.
    - Balance Cache - Reserved amount.- both new and old session.

Expected Behavior:

System should remove Balance Reservation for the old session A1 on receiving new initiate session for the same customer after A1 expiration.
