Goal
In the FTP Process "Calculation Selection" screen, if you select Propagation > Transfer Rate Propagation and then select Transfer Rate > Transfer Rate, the "Skip Non-Zero Transfer Rate Record" box is enabled by default. You cannot un-select it. Why can't you disable the "Skip Non-Zero Transfer Rate Record" in this case?
