Unable To Start DGWs On ECE Machines (Doc ID 2716199.1)

The issue can be reproduced at will with the following steps:

1. Prepared the below (Elastic Charging Engine) ECE topology for multi node environment ,

2. Above it is  seen 2 ecs process(ecs1, ecs4) with jmx enabled in 2 servers -<HOST 1> and <HOST 2> respectively . The other 2 ecs process running in each server , so totally there are 3 ecs process running on each server.
3. There are 2 (Diameter Gateway)DGW (DGW1 , DGW2 - Server-1 & DGW-3 , DGW-4 - Server-2) process running on each of the server.
4. Assume that Server -2 - ecs - jmx enabled is gone down and also Diameter Gateway on that servers also gone down.
5. Try to start the (Diameter Gateway) DGW from driver node then the DGW come up properly without any issues as it has ecs1 which is jmx enabled is running .

Due to a hard failure of an (Elastic Charging Server) ECS machine, it is needed to  stopped all Diameter gateways on all 4 ECE Machines.

It is  unable to start DGW.

The diameter gateway should not stop
