PCM_OP_CUST_COMMIT_CUSTOMER Account Creation is Failing Due To Credit Card Validation Though Disabled

Symptoms
The user is using PCM_CUST_COMMIT_CUSTOMER opcode to create an account with credit card paytype by disabling credit card (CC) validation, but it is failing during account creation when pass in expired credit card date.
The user has set the following entries for credit card validation:
Set the cc_validate to 0 in the connection Mmnager (CM) pin.conf file:
- fm_pymt_pol cc_validate 0
Updated the /config/payment object for credit card paytype value to PCM_OP_INVALID for /event/billing/validate/cc

The issue can be reproduced at will with the following steps:
1. Disable credit card validation as mentioned
2. Create an account with credit card paytype using opcode OP_CUST_COMMIT_CUSTOMER and pass in expired credit card date.
