On : 188.8.131.52.0 version,
No longer possible to complete bills with closing bill segments having bill segment end date not equal to the SA end date.
Completing a Bill with closing Bill Segments, where the SA linked to it is in reactivated status, results to an error.
Update the validation in Freeze/Cancel Bill Segment Routine to include SAs in non-reactivated status and to throw a warning instead of
transitioning the closing bill segment to error.
