On : C2M 2.7.0.1.0 ,MDM 2.3.0.0.0 version

ACTUAL BEHAVIOR
---------------
Service task type configured to create SIM after 4 occurrences, but SIM is created on second device event. This is because there are 2 device configurations on the same device that is(was) installed on the SP in question. SIMEvaluationHelper incorrectly returns 4 device events (2 duplicate sets), thus reaching the number of occurrences and triggering SIM.

EXPECTED BEHAVIOR

If there are 2 device events on the device, and the service task type is configured to trigger SIM on 4th occurrence, then system should discard the service task on 2nd device event even if the device has multiple device configurations that is (were) installed on the same SP.
