Cannot Process Records To Agile. (Doc ID 2719306.1)

Symptoms

We are unable to process records to Agile via webservice calls.
The records we are trying to update all appear to be locked - preventing the update.
In Agile webservices.log we can see following error message:

com.agile.api.pc.PCAPIException: Someone is working on this object. Please try again later.
