Voucher Management Subscriber Screen Doesn't Display Subscriber ID of Redeemed Vouchers (Doc ID 2719347.1)

Symptoms

On all versions of Oracle Communications Convergent Charging Controlled (OC3C or 3C), when browsing the Voucher Management Subscriber screen/tab, the "Subscriber ID" field of redeemed vouchers is blank.  The voucher is redeemed as can be seen by the "Redeemed" date:

It is expected that this field is filled with the Mobile Station International Subscriber Directory Number (MSISDN) of the subscriber who redeemed the voucher.
