Getting error trying to complete Planned event.

Project was attempting to use switching in NMS  However, they do not like the auto-completion of Planned events when the Switching plan is completed.
Instead, they want to use Event Details to complete planned outages, just like other events.

Project changed their state transitions so the switch sheet event went to P-INC when the plan was completed in Web Switching (instead of P-CMP) and they configured the Completion button in Event Details to be visible for Planned events.

However, when they pressed the Completion button, they got this error:
