op_subscription_cancel_product Fails for Inactive Products

Symptoms
While running pin_bill_accts as part of pin_bill_day job, for Products which are becoming inactive in that bill cycle, the following error can be seen in cm.pinlog.
STEPS TO REPRODUCE:

The issue can be reproduced at will with the following steps:
1. Create an account like this:
- activation date: Sep-16
- product purchase date: Sep-24
- product end date: Nov-24
2. Customer is on DOM 16;
3. Set the Billing and Revenue Management (BRM) date to Dec-16 by using pin_virtual time tool (next Bill Cycle after Product has expired);
4. Run billing;
5. Check the cm.pinlog for above error.
