Install Equipment to a SP Does not Check Valid Device Type at Service Point Type

SP equipment does not validate Valid Device Types at SP Types. In the example, an electric current transformer is able to be installed to a water SP as a SP equipment. The CT device type is not defined as a valid device type at Service Point Type.
