Error 'Number of current users exceeds License' When Attempting to Add a User in OPPM (Doc ID 2721208.1)

Symptoms

when attempting to add new OPPM user, the following error occurs in the prosight.log log file.

Could not add new user
USERID: ###
DEADLOCK DETECTED: False
ProSight.Portfolios.Infrastructure.Exceptions.psLicenseException: Illegal operation: Number of current users exceeds License
  at ProSight.Portfolios.BusinessLogic.Infrastructure.Objects.psUserObj.checkLicenseCountViolation(Int32 iUpdatedUserID, psLicenseState iLicenseStateBeforeOperation, psLicenseState iLicenseStateAfterOperation, Boolean iThrowExceptionIfUsersExceedLicense)
  at ProSight.Portfolios.BusinessLogic.Infrastructure.Objects.psUserObj.addNew(Int32 iUserID, IpsDataTable iUserRec, Boolean iThrowExceptionIfUsersExceedLicense)
  at ProSight.Portfolios.BusinessLogic.Scenarios.psUser.addNew(psDTRecordset iUserDS, Boolean iThrowExceptionIfUsersExceedLicense)

When the issue happens, it can be reproduced until OPPM services are restarted.
