Issue With Transall Due To Configuration File Location

Goal
Jobs are failing in Transall because the 2016 servers do not allow admin user accounts to write to the C:\Windows directory which is our current default for Transall configuration files. The configuration files have to be built on the fly since the customer uses a date time stamp in the file name to permit multiple files to run concurrently. Is there a way to recompile the Transall program to use another drive or directory for the configuration ,ini files rather than C:\Windows?
