Symptoms

On RMB v2.9.0.0.0, Auto Payment Job APAYCRET is Failing.

APAYCRET Batch Job going in to Error status.
Autopay is one of core functionality to ORMB implementation and post upgrade this batch is failing with mentioned errors. Keeping respective threads in progress forever.

STEPS

The issue can be reproduced at will with the following steps:
1. Create a data setup for Autopay such that in CI_BILL_ACH table, ACCT_APAY_ID field is blank
2. Run APAYCRET batch
