During Bulk Load Of Charge Offers, Most Of Them Are Stuck In Pending Changeset

Symptoms
Performing bulk Charge Offers (CO) load using automation scripts. These scripts generates the pricing XML's and imports the product offerings into the PDC and BRM.
ACTUAL BEHAVIOR
---------------
After loading few XML's successfully, observed that most of the CO's are getting stuck in Pending Changeset and are not processed successfully even after waiting for hours.
Due to this issue, the CO's and Discount Offers are not getting synced to Pipeline/ifw tables.
EXPECTED BEHAVIOR

Charge Offers (CO) and discount offers should get submitted

The issue can be reproduced with the following steps:
Import any new pricing XML using ImportExport Utility
