DIH 8.0.7.3, ADI refresh is listed as ongoing and will not complete.

Steps To Replicate:
1. Ran ADI Refresh the first time.
2. ADI Refresh did not complete and was left on-going.
3. Shut down services.
4. Apply DIH 8.0.7.3 and tried again with the same result.
