Background Processor Not Working After Upgrade from 6.3.0.X to 6.3.1 Release

The system is unstable after upgrading from 126.96.36.1993 to 188.8.131.52. The core issue is the queues are having stuck processes, some items are moving through the queue but many items are permanently stuck. The systems involved are the windows machine running the Background Processor. The database is experiencing locking sessions because of uncommitted transactions associated with the machine running the Background Processor. Not every session it creates causes this uncommitted lock. The background processor has also thrown errors intermittently after being locked for extended times, null object reference at line 1 in close even of object w_progress. PowerBuilder application execution error R0002. Admin user also observed the Job Manager had displayed a blank white screen after logon.
Below is the uncommitted transaction observed in the database that was blocking other sessions.
Upgraded from 6.3.0 to 6.3.1.
