Delayed Usage Events And Month-end Billing Time Discount Rating In Different Tiers For Same Quantity (Doc ID 2723469.1)

Goal

Given the below scenario on Billing and Revenue Management (BRM) 7.5 PS22 having Pipeline Manager as rating engine:

a) For 2 products, have different types of discounts - one that applies as a delayed usage event(progressive tier offer in our case) and the other as a billing time discount(volume tier offer in our case). Both have tier ranges of 0-15,15-30 and so on
b) When passing 15 usage for the delayed usage event discount, it is rated at the lower tier, ie: 0-15 tier range.
c) When passing 15 usage for the billing time discount, it is rated at the higher tier, ie: 15-30 tier range

Is this the expected behavior?
