'Unable To Execute Cycle, An Existing Process Is Already Running' Message Is Reported (Doc ID 2723707.1)

Symptoms

On : 10.2.0.23 version, General

Following the restart of 4 servers on DataCenter and executing run.sh 03 command,
the cycle starts failing with the following errors:

[CycleClient] Encountered unexpected exception running operation
com.adminserver.utl.exception.AsExceptionUtl: Unable to execute cycle, an existing process is already running.
  at com.adminserver.cycle.agent.bll.CycleServiceBll.execute(CycleServiceBll.java:124)
  at com.adminserver.cycle.client.CycleClient.runSingleRequest(CycleClient.java:242)
  at com.adminserver.cycle.client.CycleClient.run(CycleClient.java:104)
  at com.adminserver.cycle.client.CycleClient.main(CycleClient.java:80)
[CycleClient] Shutdown


STEPS

The issue can be reproduced at will with the following steps:
1. cd /app/javaapp/Cycleclient/bin/ ./run.sh 03 - "Begin Policy".
