On 22.214.171.124.0 version, upon defining a new Interest Rate Curve, it has been attempted to define historical rates for the effective date ‘11-May-2020’.
Although the Current Date at that time was '03-Jul-2020', below message was received:
Information  Effective Date cannot be greater than Current Date
Moreover, the same issue is faced for all the effective dates for which the day is in the 7-12 range (although the selected date is before the current date).
STEPS TO REPRODUCE
1. Create a new Interest Rate Curve
2. Press 'Apply'
3. In the “Historical Rates” tab, try to change the Effective Date in order to be able to defined rates for '11-May-2020'
