Planning Manager Has an Active Status but isn't Running (Doc ID 272471.1)

Symptoms

When viewing the Planning Manager Setup/Startup form (Navigation: Material Planning-> Setup-> Planning Manager), the active box is checked but there has been no entry in the date/message columns for several days. Also, the Start button on the Planning Manager Setup/Startup form is "grayed out".

The MRP Manager is inactive (Navigation: Syadmin-> Concurrent -> Manager -> Administer-> Find the MRP Manager -> there are zero process in actual and target). The MRP manager cannot be started. Pushing the restart button with the cursor in the MRP manager row does nothing.

The MRP Manager has zero workshifts (Navigation: Syadmin-> Concurrent -> Manager -> Define -> query using MRP% in the manager field -> Push the work shifts button -> the number of process is zero)
