Symptoms
When attempting to create a database via DBSetup.bat, the following error occurs on the "Connection Information" screen:
ERROR
SQLServerException: The TCP/IP connection to the host <HOSTNAME>, port <PORT#> has failed. Error: "connect timed out. Verify the connection properties. Make sure that an instance of SQL Server is running on the host and accepting TCP/IP connections at the port. Make sure that TCP connections to the port are not blocked by a firewall."
STEPS
The issue can be reproduced at will with the following steps:
1. Attempt to create a database via DBSetup.bat.
2. Observe the reported error on the "Connection Information" screen.
