Symptoms

Zone level promotions are getting applied for warehouses also.

Steps to Recreate:

  1. Set up RPM_SYSTEM_OPTIONS.RECOGNIZE_WH_AS_LOCATIONS = 1.
  2. Create a promotion at zone level with a warehouse in the zone.
  3. Notice that promotion is applied for warehouse also.
