NGW Requires SMS Available To Start Correctly

On Oracle Communications Convergent Charging and Control (OC3C) 6.0.1 version,
Notification Gateway (NGW) requires Service Management System (SMS) available to start correctly. If the SMS is not available for the NGW on startup, the NGW starts up but does not expose any services. This is introducing a dependency on the SMS on a Service Logic Controller (SLC), which is not the design of OC3C.
NGW.log shows the below messages during this:
It is expected that SLCs should be able to operate completely autonomously using their own replicated database and whatever information the NGW is trying to access should be available via replication from the local Database (DB) and/or filesystem.
