Symptoms
Using 'Wastewater Charge %D' (or any Description On Bill with %D) on a Calculation Rule causes Rate Check to fail with "Base Days field invalid".
Using Rate Component Classic "Description On Bill" of 'Wastewater Charge %D' returns the expected (eg. "for 15 of 30 days") when tested with Rate Check.
Removing %D is the only workaround but this results in our Calculation Group-based bills being different from our Rate-Component based bills.
