As part of customer registration process, when there is multiple billing group under a parent customer, the contract are not getting created for second billing group accounts.
The issue can be reproduced at will with the following steps:
1. Create the parent customer;
2. Create multiple Bill Group;
3. Create policy with high end dated from 01/01/2021 to 12/31/2999;
4. Create Policy Plan;
5. While approving the 2nd billing group , the contract are not getting created.
