Symptoms

When usage transaction (UT) service quantity has no units of measure (UOM), UT outbound processing ends up in a severe error.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1.  Create a usage transaction in Approval Required state.
2.  Ensure that the UT has at least one service quantity with no UOM.
3.  Process the UT until sent state.
4.  Verify that a severe error is encountered
