Users Continually Get the 'Database has not Been Configured to Run Background Jobs' Message

Information in this document applies to any platform.
When logging into P6 Professional, the following error occurs.
The database has not been configured to run background jobs.
The issue can be reproduced at will with the following steps:
1. Launch P6 Professional
2. Submit your login credentials.
Every relevant solution outlined in the following KM document has been attempted but the issue persists.
